Low quality apprenticeships not only bring the good reputation of electricians and the industry to it's knees but also affect the career progression of those affected.<br /> Maintaining high standards of apprenticeships and training courses is the only way to ensure the electrical industry attracts the best candidates and thus addressing the impending skills gap crisis.<br /> Attracting both good businesses and candidates to the electrical industry<br /> In the last budget, the Government announced plans to refresh the apprenticeship scheme so it becomes a viable career option for school leavers. Reputable employers who offer apprenticeship positions not only offer top class training but also often find that the apprentices stay with the company after training – this saves recruiting candidates who may have been trained differently – or worse still, finding that they have not had the correct level of training for the job.<br /> Unfortunately apprenticeships have not been taken seriously by all employers some of whom see apprentices as a cheap labour option and therefore do not provide apprentices with the necessary skills and training required to carry out electrical work competently.<br /> The Department for Business, Innovation &amp; Skills have indicated that in the future, anyone offering fake or low-quality apprenticeships training could face the possibility of a fine and prosecution in a Magistrates Court. The government is committed to giving apprenticeships similar controls to university degrees.<br /> "Everyone knows what a university degree means," said Skills Minister Nick Boles.<br /> "It's an official title. Unfortunately there has been no mention of electrical safety as part of these new regulations sparking concern that both tenants and landlords will under estimate the importance of maintaining a high standard of electrical safety in rented accommodation. This is despite parliamentary support to include electrical safety within the regulations.<br /> “While we applaud any safety improvements for the PRS, we have been extremely disappointed that electrical safety has not been included in these new regulations”, explains Phil Buckle, Director General of Electrical Safety First.<br />  “It is quite extraordinary that this has been overlooked, given that electricity is responsible for almost half of all domestic fires in Great Britain – with an estimated cost of £1Billion.  The human cost is, of course, incalculable but we do know electricity kills one person a week and seriously injuries around 350,000 each year.<br />  <br /> “Given the huge expansion in the PRS, where a third of properties fail to meet basic standards, concerns around electrical safety can only increase. So we were deeply concerned when our call for regular electrical checks in privately rented accommodation was omitted from these new regulations.”<br /> Reinforcing the electricity kills message<br /> Electrical Safety First has been campaigning for better electrical standards in rented accommodation after identifying that tenants renting in the private sector were at higher risk of being injured or killed by electrical shock, injury or electrical fire than any other housing sector. This is often because of confusion on either the landlord or tenants side over who has responsibility for what in rented property.<br /> Electrical Safety First are campaigning for mandatory electrical safety checks to be carried out in rental properties at least once every 5 years. FiT payments per unit of electricity produced would drop to less than 2p with property owners receiving approximately £190 less than what they currently receive at the present FiT rates.<br /> NICEIC &amp; ELECSA share grave concerns<br /> The electrical certification scheme providers NICEIC and ELECSA both share concerns that should the cuts be introduced in January 2016, demand for renewable energy installation will nose dive leaving many people working in the industry at risk of losing their job.<br /> Dani Putney, renewables specialist at NICEIC and ELECSA commented: “It has always been accepted that the tariff would need to be revised in line with falling installation costs, but at the proposed rates home owners would have to wait decades before they would see a viable return on investment.<br /> “To suddenly pull the plug on funding in such a drastic manner could have a dramatic, negative effect on the market and potentially put thousands of jobs at risk.<br /> “The Department of Energy and Climate Change (DECC) has admitted they are unable to quantify how many business will be affected.<br /> “We would urge all those working in the sector to respond to the consultation and voice their concerns about the potential impact of this decision.”<br /> “We believe there are some alternatives the Government could consider to safeguard the long-term future of the industry. We will be consulting with our members on the best options going forward before making our official response to Government.”<br /> Why are the cuts necessary?<br /> The cut in the FiT tariff is the result of the need to halt a £1.5 billion overspend on renewables according to the Department for Energy and Climate Change (DECC.) There have also been suggestions that the FiT subsidy could be halted entirely if costs cannot be controlled.<br /> The FiT scheme is due to be phased out in 2018-19, however the Government have suggested that if the scheme cannot be placed on an affordable and sustainable footing, then the scheme will be brought to an end as soon as legislatively possible. An intumescent pad swells up when reaching certain temperatures which blocks the spread of fire. Without this protection in place, the fire simply comes through the hole and ignites quicker than ever as there is no fire protection in place.<br /> When downlights are installed, a hole is cut into your ceiling. Ceilings are a natural fire barrier – but they must be intact for this barrier to be effective. Cutting a hole into your ceiling is like an open door inviting the fire to spread quickly to the floor below. Fitting a fire rated downlight effectively seals this hole for varying lengths of time to prevent the fire spreading.<br /> The rule of thumb is: The ceiling must be returned to the same level of integrity as it was before the downlights were installed. Your fire safety should not be compromised by having downlights installed.<br /> Listen up all you users of non-fire rated downlights!<br /> If the rooms above are habited then it is very highly recommended that you only use fire rated downlights. When we mean habited rooms this is any room which is accessible by people – so it could be anything from the flat above yours to the attic which is only accessed now and then.<br /> If are installing downlights in a one storey building then fire rated downlights are not such a necessity – but to be honest, why take the risk? If a fire breaks out, vital time could be lost and could be the difference between escaping the fire or being burnt to a crisp. The electrical safety charity, Electrical Safety First campaign for all downlight installations to be fire rated.<br /> If you currently have non-fire rated downlights installed (an electrician can advise on this) they can be converted to fire rated by fitting a fire hood or loft cap. However, when the cost of converting is compared with the cost of fitting the latest technology, it may make sense to replace the whole light fitting.<br /> What does 'fire rated' actually mean?<br /> Having opted for fire rated downlights – you will then see that the downlight will protect you from fire for varying lengths of time mainly 30, 60 or 90 minutes. Which rating you opt for will depend on the type of building they will be installed in - in particular, how many floors the building has and the type of structure the downlights are being installed in. As a simple example, if the downlights are being installed in the ceiling in the bottom floor of house, then 30 or 60 minutes would normally be recommended. The top floor of a block of flats would need considerably longer ratings of 90 or even 120 minutes of fire rating.<br /> The Aurora clearance range of downlights offers all the features you would expect from a fire rated downlight. Increased insulation in loft spaces has lead to spotlights overheating when insulation has been laid incorrectly around downlight fittings leading to overheating and fire. A fitted insulation cap on Aurora clearance spotlights allows the spotlight to the IC rated meaning it can be covered with insulation material if necessary without performance being affected.<br /> A qualified and registered electrician would recommend the most suitable fire rated downlight for your particular needs.<br /> Look out for lamp flexibility<br /> Although fire safety consideration should be top of the list in any spotlight fitting selection, buyers also need to look for lamp flexibility. Naturally at Aurora clearance many of the fire rated downlights can be fitted with the latest LED lamps, however householders who are looking for a cheaper solution can also fit any bulb technology they desire – for example halogen or CFL. Long or standard length lamps can be fitted. Whoever is installing your downlight must work to these regulations and provide a Part P certificate on completion of the work.
